Synopsis

The Scottish Government has committed to passing a Scottish Human Rights Bill by May 2026. This will include incorporating both the substantive and procedural elements of the right to a healthy environment. To inform the development of the Bill, this report reviews the most appropriate definitions, standards and enforcement mechanisms for each feature of the right.
